			<title>Candidates for the EP Board of Directors position</title>
			<description><![CDATA[Elice Palmer<br />
I have lived in Encino Park for the past 20 years and have been involved in most every aspect of the Encino Park neighborhood and community.  I have been involved for many years with the Encino Park Swim Team, pool committee, the Play Group and the Women’s Club.  I have 3 children of varying ages so I have also been involved with the local schools.  I am employed part time as a Physical Therapist with NEISD.<br />
I have been on the EPHOA board of directors for 2 terms and would like to run for another to complete many of the current projects.  Since I have lived here in Encino Park for so many years and have been involved as the chairperson of several of the EPHOA committees, I feel like I can give the other board members that don’t have that experience some insight into many issues that face our community.  The job of the board is often very frustrating but it is also rewarding when you see how our neighborhood continues to be one of the best places to live north of Hwy 281.<br />

Hello, my name is John Kirschbaum, and I would like to ask to be considered for one of the open positions on the EPHOA Board. I am seeking to be re-elected, as I have served on the Board the past two years, most recently as its President.<br />
A quick bit on my history with Encino Park - My parents moved us into the Oaks of Encino Park when we had, I think, the third house on the block, back in 1984, and this house has been on our family ever since. I recently started my own family and purchased this home from my parents so that I can have a wonderful place to raise my children as well. I now work from home in the medical research field, so I literally spend about 23 to 24 hours in Encino Park every day. I believe a sense of community is extremely important to stave off the influences of corporate greed, political mischief, and other threats to people who are just trying to raise their family on a fun and loving neighborhood. Please consider me (and for that matter, my family) for this important position. <br />

My name was Jennifer Pressly, but I was married a year ago July, and so now I go by Jennifer Pressly Sobotik. I was raised in Encino Park. My family grew up in &quot;The Oaks&quot; of Encino Park. I attended Encino Park Elementary, Driscoll, and Churchill/Reagan. During my childhood years, I swam on the Encino Park Swim Team, played soccer, and was part of the Encino Park community. During high school, my family moved over to &quot;The Estates&quot; off of Park Ranch. I went off to Texas A&amp;M University in College Station, where I studied 4-8 Interdisciplinary Studies, focusing on Reading, English, and Social Studies. During the summers, I would come home, lifeguard, teach swim lessons, coach swim team, and enjoy having summers off in Encino Park with all my friends. I graduated in 2007, and moved back to Encino Park, where I bought a house on Encino Hollow. I was hired as a middle school teacher at Wood Middle School, where I was teaching for several years. Since becoming a Sobotik, I moved to a house about 6 houses up from my father, on Park Ranch, where we now are raising our son, Brayden. I am now a stay-at-home mom, working here and there for my father, and enjoying the beautiful neighborhood where I grew up in.]]></description>

			<description><![CDATA[Inquiring minds would like to know when the BOARD OF DIRECTORS are going to become pro-active and stop all these solicitors from leaving their trash on my doorstep, interupting me from doing my job with all their doorbell ringing and knocking? <br />

I spoke with the City of San Antonio Police Department. They stated it is up to the homeowners association to post at the entry, something along the line of &quot;EPHOA Adheres to the San Antonio City Ordinance Code for PEDDLERS Section 16-237 and all solicitors and peddlers without a permit are in violation with this code will be escorted OUT OF THIS NEIGHBORHOOD&quot; Or if at the entry a sign was posted that reads something along the line of: &quot;NO SOLICITATION ALLOWED IN EP PER THE San Antonio City Ordinance Code for Peddlers Section 16-237 WITHOUT A PERMIT!&quot;<br />

I am getting fed up with all the solicitaion going on in this neighborhood -- however, I also work at home and this is negatively impacting myself with all the door knockers and bell ringers that are peddling in this neighboorhood. While I appreciate growth around our neighborhhod, these businesses need to comply with the city ordanance which was one of the reasons I moved here over a decade ago. <br />

BCAD does not reference my address posted below my signature line, due to past nature of my career. Kathy at your office knows me, as does John, since he and I spoke recently on this very topic. <br />

Again, I spoke with the SAPD and this is what they shared! PLEASE WORK WITH US THAT RESIDE HERE TO BRING THIS TRASH PRODUCING, INTERRUPTIVE BEHAVIOR TO A HAULT<br />

<span style="text-decoration: underline">Wayne M. Alvarez</span><br />
Wayne is a semi-retired business professional having worked for several Fortune 500 technology companies including IBM, General Signal, and Lucent Technology. His background is in engineering and business development. He lived in Encino Park the first time in the early 80's when working for Datapoint.  His house was the 6th house to be built on Encino Knoll. Back then, HWY281 was a sleepy, lightly traveled road and Encino Park was an isolated enclave, remotely located from the city and all shopping amenities.  Furthermore, the neighborhood had to independently support its own MUD, Fire, and police support.  It wasn't long before the neighborhood sought annexation to the city and it was felt that someone with a Hispanic last name should make the pitch to the then reigning mayor, young Henry Cisneros. He was given that honor and the rest is history. High Tech took us away to many different locations - Dallas, Los Angeles, Allentown, and Austin. He returned to Encino Park 5 years ago. The neighborhood continues to have a special place in his heart. The ensuing growth that has transpired off of N 281 is mind boggling. Maintaining a healthy and vibrant Encino Park neighborhood is why he seeks your vote for serving on the Board of Directors.<br />
<br />
<span style="text-decoration: underline">Karl Hoffman</span><br />
Karl is a financial analyst with 15 years experience in banking and financial services.   He earned both a BBA and MS in Finance from UTSA and, in addition to his full time position with USAA, he teaches financial modeling techniques at UTSA.  Karl has served on the EPHOA Finance Committee for about two years and currently serves as the Chairman.  He recently authored and obtained the Committee’s approval and the Board’s adoption of the HOA’s new Investment Policy.  Prior to his career as a financial analyst, Karl served 22 years in the U.S. Air Force, settling in San Antonio, his home since 1979.<br />
<br />
Karl and his family have been residents of EP for three years but, he explains, “I’ve actually had my eye on Encino Park since the late 1980’s.  It’s a great neighborhood, and ideally situated.  Now that my family and I are residents, I want to actively serve this community and keep Encino Park one of the most desired subdivisions in this city.”  Community service is not new to Karl.  In the past, he has served in positions as Treasurer of the Medina Base (Lackland AFB) Senior Noncommissioned Officers Association and President of the UTSA Economics and Finance Club.  Karl is also an active member of the Alamo Chapter of the Institute of Management Accountants.<br />

<span style="text-decoration: underline">Thomas W. Troll</span><br />
<br />
Tom and his wife Rhonda have been residents of Encino Park for 13 years and live on the cutting edge of the subdivision (the furthest western street).  Tom is currently serving as the HOA representative on the Environmental Impact Study for 281 at the behest of the Board.  Tom will rely on his 23 + years of management experience in regulatory, rates and tariffs at Southwestern Bell (now AT&amp;T) to effectively assist the Board on day-to-day issues as well as long term goals that will assure the vitality of our community and making Encino Park a place we are proud to call home.  Tom is very active at his church and has served on numerous boards and committees from the Cub Scouts to Ballet Austin.  He is eager to address any questions you may have.]]></description>

Updated construction schedule and lane closure for the Alamo RMA US 281 Super Street<br />
<br />
Intersection of 281 North at Encino Rio to be CLOSED Friday, August 27<br />
from 9:00 p.m. till 5:30 a.m. Monday, August 30<br />
<br />
Weather permitting; the following construction will take place.<br />
<br />
Intersection of 281 North at Encino Rio (Northbound and Southbound<br />
lanes)<br />
<br />
To begin preparation for work for this weekend crews will seal and<br />
overlay the center medians at Encino Rio tonight (August 25) and<br />
Thursday (August 26).<br />
<br />
Crews will work Friday, August 27 from 9:30 p.m. till 5:30 a.m. on<br />
Monday, August 30.<br />
<br />
Lanes at the Encino Rio intersection will be closed to resurface and<br />
restripe the pavement. Work will continue from the center medians to the<br />
outside lanes. Crews will then wire in new controllers and put  the<br />
traffic signals on flashing red until Monday morning.<br />
<br />
One lane in both northbound and southbound US 281 will be open during<br />
this time - but will be varying as crews work to resurface this roadway.<br />
<br />
<span style="text-decoration: underline">Detours</span><br />
Drivers will be asked to take a right hand turn out of Encino Rio and<br />
follow the detour up to Evans Road. Traffic officers will be directing<br />
traffic. Drivers can expect delays during this time.<br />
<br />
The construction crews will be working as quickly as possible to finish<br />
all necessary work to reopen this intersection by Monday at 5:30 a.m.<br />
<br />
The Alamo RMA recognizes the inconvenience and delays the closure may<br />
cause. We have scheduled this work during the evenings and weekends to<br />
avoid daily rush hour traffic and will open lanes as soon as possible.<br />

Registration for the 2010 season will be held on the following dates at the Community Center: <br />
<ul><li>March 25, Thursday, 6:00pm – 8:00pm (for EP residents ONLY) </li><li>March 28, Sunday, 4:00pm – 6:00pm (for EP residents AND last year team members)</li><li>April 11, Sunday, 4:00pm – 6:00pm (for EP residents AND non-residents) </li></ul>Please note that we have a maximum numbers of swimmers per age group we can take. MANDATORY PARENT MEETING<br />
The requirements for being on the team are as follows: You must be 5 years old as of Sept. 1, 2009, and be able to swim the length of the pool by the end of the 2nd week of practice.<br />
The fees for this season are: $85 per child for EP Residents; $110 per child for Non EP Residents. The 4th child, and above, in any family will be charged only half of the registration fee. If you choose to quit the team on or before May 17, 2009 you will get half your registration fee returned. There are no refunds after May 17th. A $25 late fee applies to all registrations after April 11, 2009.<br />

Well this is your chance to get your voice heard and express to the planners what improvements you would like to see. So come join us and let your voice be heard.  Attached is some informational items as it relates to the Environmental Impact Study (EIS) that is currently open for public participation.  And don't think &quot;green&quot; when you hear of the EIS.  It is more than endangered species and the loss of trees,  The EIS encompasses everything that will be impacted with the 281 improvements including what type of transportation services, the recommended construction of the roadway, noise and light abatement, etc.<br />

The open house is from 5:30-6:30 pm with a short 30 minute presentation at 6:30 pm followed by a facilitated small group discussion where you can participate in the direction the 281 improvements will take.<br />

			<description><![CDATA[On Friday, November 6th, I caught (Name) aiding another kid to spray graffiti (known as tagging) on a drainage culvert.  I chased the other kid through the greenbelt, but he got away.  Two officers from the San Antonio Police Department questioned (the youth), but he would not divulge the other kid's name.  Because (name) wasn't actually spraying the graffiti, the cops did not arrest him but instead called his father to pick him up.  (Name) is a 17-year old who lives in the Woods of Encino.<br />

<ul><li> Let Texas State SIFE properly dispose of your old electronic trash, such as computers, terminals, hard drives, printers, etc.<br />
</li><li>There is no cost to you…just bring the items to the Encino Park Community Center!</li></ul><br />
Here are the details:<br />
<ul><li>Cost:  Nothing</li><li>Who disposes of the electronic trash?  We arrange removal with Goodwill, who is trained in the proper disposal of electronic trash and works with Dell to help sustain our environment.</li><li>When can I participate? November 16-20, 2009.</li><li>How much electronic trash can you take?  Unlimited, but at least 15 items qualifies for a project credit for our SIFE students.</li><li>An example:  The City of Beaumont, Texas, gave us nine truckloads of computers and related equipment for disposal.</li></ul><br />

<span style="font-weight: bold">Description </span>The Alamo Regional Mobility Authority (Alamo RMA) will hold a public scoping meeting regarding transportation improvements to US 281 from Loop 1604 to Borgfeld Road. The Alamo RMA is preparing an Environmental Impact Statement (EIS), in accordance with the National Environmental Policy Act of 1969, to analyze potential direct, indirect, and cumulative effects to the human and natural environment from construction and operation of proposed transportation improvements. The public is encouraged to attend this first EIS public scoping meeting on Thursday, August 27, 2009, anytime between 5:30 pm and 8:00 pm, at St. Mark the Evangelist Catholic Church Gymnasium, 1602 Thousand Oaks Drive, San Antonio, Texas 78232. 			<title>New S.A.F.F.E. officer</title>

I understand that there has been a big issue with Burglary of<br />
Vehicles and I am happy to announce that we have arrested three<br />
individuals that were involved and it cleared four of our cases. We<br />
have seven other individuals that are suspects who we are<br />
currently looking at and investigating. Due to the investigation<br />
still in progress I am not allowed to release very much information.<br />
Since our Investigation has started, I have noticed the number of<br />
Vehicle Burglaries have decreased significantly, which makes me<br />
feel confident to say that we have found the group of individuals<br />
that are responsible for doing a majority of them. I can say that it<br />
is looking very good on our part and I hope we can clear many<br />
more cases at the end of our investigation.<br />
<br />
Although we are attempting to stay on top of this problem it<br />
is very important to inform the community that they play a major<br />
role in preventing crime, On July 23, 2009 at 6:00 a.m. I was<br />
patrolling the area and noticed fourteen different locations that<br />
had either their garage doors semi open or their vehicle windows<br />
semi open. Securing personal property is the first major step in<br />
prevent temptation to Burglars. I understand with the summer heat<br />
people want to leave openings to release the heat. Unfortunately<br />
we no longer live in a society that allows us to do so without being<br />
a victim of crime. I recommend advising everyone to please secure<br />
all their property and please do not leave any items of value in<br />
plain site in your vehicle. (GPS, Laptops, briefcase, shopping<br />
bags, tools... etc.) I feel confident that if we work together we can<br />
prevent criminals from wanting to come into the area.<br />
<br />
If you have any other concerns please feel free to contact<br />
me. I do request that you please be patient with me these next<br />
few weeks due to my schedule being a little tight due to attending<br />
training classes for my new position. Thank you again!<br />

At the open house a design was presented showing that there will be 3 lanes (up from the current 2) from which vehicles may turn left onto 281.<br />
<br />
In my opinion, increasing capacity at this intersection while decreasing it at Evans could cause an increase in cut-through traffic.  In other words, west bound traffic on Evans will be more inclined to turn left onto Encino Rio.  Or they may be more inclined to cut through a neighborhood to our east, come down Caliza and turn left onto Encino Rio.]]></description>

			<title>Issues with the pool... AGAIN!</title>
			<description><![CDATA[Today, my boys and I went to the pool.  As is usual during weekdays, there were no adults in the pool during &quot;adult swim.&quot;  A handful of teenagers, some over the age of 16, some not, were in the pool.  The pool manager asked the kids their ages.  Then he asked to see their drivers' license.  When the kids could not produce a license, the manager rudely demanded they pack up their stuff and leave <span style="font-style: italic">immediately</span>.  My 14 year old son was one of those kids.<br />
<br />
Seeing my son still sitting under a cabana, the manager came to ask him if he was with an adult.  The manager, in a rather hostile tone, explained my son had broken the rules and had to leave.  I replied, &quot;isn't that a little harsh?&quot;  I can understand making him get out of the pool, but to send my family home for the day seemed drastic!  My 16 year old son attempted to reason with him noting the lack of adults in the pool.  When the manager yelled at my 16 year old son, I asked him to not treat my son disrespectfully.  At this point, my fun afternoon with my boys had been ruined and we went home.<br />
<br />
I am fully aware my son should not have been in the pool during adult swim.  However, to make my family leave the pool as a consequence was over the top!  Our pool manager, XXXX, is on a little power trip! And this is how he treats kids WITH their parents present!  I have lived in and paid HOA dues to Encino Park for 16 years and have never been treated so disrespectfully by a member representing this community.  Perhaps it is time to consider utilizing HOA members once again for pool management.  After all, it is the residents of this community that understand what we expect of our pool and related services.   <br />
<br />
I would appreciate board consideration of the elimination of &quot;Adult Swim&quot; on weekdays.  Very few adults take advantage of this during the weekdays and it just seems ridiculous to keep kids out of the water if no adults are swimming.  <br />
